"NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the Governor concurring therein, urges the state's Congressional delegation to continue its efforts to arrest the devastating impacts of the ACA on Utah's economy, its citizens, its employers, its medical providers, and its insurers, using all means possible, including repeal of the act;"
Bill: http://le.utah.gov/~2013/bills/hbillenr/HCR010.pdf
So all of these Utah representatives who voted yes on HCR 10, support the efforts of Utah Senator Mike Lee? In my opinion I feel that it was very clear that Senator Mike Lee has taken the instructions of HCR 10, that was signed by Governor Herbert earlier this year. Senator Lee has been really obvious in his attempts to use all means possible to defund the Affordable Care Act from the devastating impacts, including repealing the law, which led to the Government shutting down for 16 days. So does HCR 10 or a BYU Poll matter more to Senator Lee and his staff?

Governor Herbert signed this into law on 4/1/2013.
So after reviewing this bill it is my opinion that the Utah State Republican Chairman James Evans should communicate with all of the Utah Republican elected officials and boots on ground to tread carefully when attacking it's own. Although I agree on healthy debates and disagreements, I do ask for civility within our Republican leaders before speaking to the press. I insist on this so that our great State of Utah doesn't look embarrassing and divided, on a off election season. We should always aspire to make our communities, the great State of Utah, and our beloved Nation look great to inspire hope for tomorrow. Does anyone else agree with me?
